I. Manager – Advocacy

Job Location : Hyderabad

The PRAXIS-CFAR-REACH consortium is seeking an Advocacy Manager with expertise in networking and advocacy for developing networks of vulnerable communities to promote structural change for communities at risk of HIV. The Manager - Advocacy will require proven expertise in mobilizing support from government and civil society at the state and district level to develop supportive policies and build an enabling environment for the initiative.

The Manager - Advocacy will be based in Hyderabad, Andhra Pradesh and will report to Project Director. The work involves extensive travel across states. This is a four year fixed term contract.

Background

PRAXIS-CFAR-REACH are implementing an initiative to enable networks of high risk groups consisting of sex workers, men who have sex with men, transgender people and drug users in the six HIV high prevalence states to empower themselves to realize their rights by reducing police violence, stigma, and accessing health services. The five year project is a unique opportunity for professionals seeking to partner with numerous marginalized communities across India to use social movement theories to develop and sustain community based strategies that will not only help prevent HIV/AIDS but also reduce social exclusion and enhance social justice.

Objectives

Develop linkages with government and civil society organizations to enable networks to plan and manage initiatives and address structural barriers
Enable the HRG networks to participate in policy making and implementing processes that impact their entitlements and access to services
Enable the networks to reach out and link with like -minded networks of marginalized groups

Responsibilities

Identify government bodies, civil society organisations, networks of marginalized groups and facilitate their active collaboration with the network throughout the project
Consistently engage and collaborate with the above stakeholders to address and mitigate structural barriers that impact marginalized communities
Develop strategies in collaboration with stakeholders and community representatives to address and mitigate crises that impact the HRG network communities
The incumbent will build capacity of the network representatives to engage in advocacy processes to improve services and address vulnerability issues, such as violence and stigma, encountered by high-risk communities and to monitor and evaluate impact of such processes
Facilitate formation of national- and state-level advisory groups for the networks and the advisory groups effectively contribute to the formation, strengthening and sustainability of the networks
Regularly update management information on the progress of the project and report the same to the Project Governing Body and each consortium members directly or through the project director
Engage in progress report preparation and concurrent process documentation on advocacy process.
Strictly monitor progress of the project in accordance with the project deliverables and milestones
Provide timely guidance and motivation to the state level coordinators to effectively undertake their advocacy roles and responsibilities

Qualifications

Ideal candidates will possess a bachelor's or master's degree in political or the social sciences or a related field; excellent advocacy and policy analysis skills; demonstrated ability to work successfully with diverse constituencies and to work independently; experience and/or good familiarity with the government, policy change, participatory action research, capacity development, team building and monitoring.

In addition, candidates should have had at least 5 years experience in these areas with advanced written and oral communication skills in English as well as at least one South Indian language (Tamil, Kannada, Telugu, Marathi)

II. Manager – Organization Development Process

Job Location: Hyderabad

The PRAXIS-CFAR-REACH consortium is seeking an Organizational-Development Manager for the network-building project across six states. This position will facilitate formation of formal networks consisting of sex workers, men who have sex with men, transgender people, and drug users. The candidate will build capacity of the network leadership team by managing risk factors and mobilizing support from partners, government and civil society.

The Finance Manager will be based in Hyderabad, Andhra Pradesh, and will report to Project Director. The work involves extensive travel across states. This is a four year fixed term contract.

Background

Objectives

Facilitating formation of formal networks of HRGs and building capacity of the network leadership team in line with the objectives and critical milestones of the project by managing risk factors and mobilizing support from SLP, government and civil society

Responsibilities

Conducting need assessment, mapping, best practices documentation and baseline study
Developing Terms of Reference, guidelines and executing contracts with expert team who facilitate need assessment, mapping, best practices documentation and baseline study
Providing guidance to the state coordinators for organizing logistics and various stakeholders to involve in need assessment, mapping, best practices documentation and baseline study
Monitoring of needs assessment, mapping, best practices documentation and baseline study on time
Developing ToR, guidelines and executing contracts with experts who facilitate strategic planning, vision and mandate setting, and perspective building of the network
Providing guidance to the state coordinators for organizing logistics and various stakeholders to involve in strategic planning, vision and mandate setting, and perspective building of the network in line with the timeline
Monitoring of strategic planning, vision and mandate setting, and perspective building of the network in line with the timeline
Engage in establishing liaison with SLPs, state and national government offices and programmes such as NACO, SACS and other state level networks (such as HRG networks, networks of marginalized groups, networks of people living with HIV) for generating their support and active participation through out network development processes
Develop state specific guidelines with the participation of key stakeholders for the conducting elections of office bearers for networks
Develop road map and monitor progress of formation and establishment of formal networks of HRG at the state levels with official registration under appropriate legislations
Engage in monthly participatory review and reflection on progress of the project
Develop participatory monitoring and evaluation framework, tools and methods with the support of experts and institute the same within networks
Developing ToR, guidelines and executing contracts with expert team who facilitate capacity need assessment
Providing guidance to the state coordinators for organizing logistics and network leadership teams to involve in team building and leadership capacity building workshops
Identify and liaison with key stakeholders, CBGs and other civil society organizations in non Avahan districts and bring them into the network building process
Monitor the annual planning and evaluation based on the activities of networks
Update management information on the progress of the project and report the same to the Project Governing Body and each consortium members through project director
Engage in progress report preparation and concurrent process documentation on network formation process and submit the same to BMGF through Project Director on time
Strictly monitor progress of the project in line with the critical milestones and activity milestones
Provide timely guidance and motivation to the state level coordinators to effectively undertake their roles and responsibilities

Qualifications and experience

Master's degree/MPhil social sciences/development studies
Training in organizational development
Excellent organizational development skills
Demonstrated ability to work successfully with diverse constituencies
Ability to work independently
Experience and/or good familiarity with leadership development, organizational governance, participatory action research, capacity development, team building and monitoring.
At least 5 years capacity building experience in these areas
Written and oral communication skills in English as well as at least one South Indian language (Tamil, Telugu, Kannada, Marathi).

III. Programme Assistant

The PRAXIS-CFAR-REACH consortium is seeking a Programme Assistant with capacity in day today operational management.

The Programme Assistant will be based in Hyderabad, Andhra Pradesh and will report to Project Director. This is a five year fixed term contract.

Background

Objective

Assisting management of day-to-day operations of the project related activities and logistics and office administration

Responsibilities:

Provide assistance in timely execution of project activities and various tasks in the office
Provide assistance in producing high quality reports of the projects/tasks/engagements on time
Arrange necessary logistics including dates, appointments, travel and accommodation with respect to each project
Undertake other responsibilities that support to tasks of the programme managers
Ticket booking, taxi hiring, purchases, quotations, coordination with various vendors including getting advertisements for the publications and events with the help of finance and administration unit
Assist the Project Director and Finance manager in administration and finance operations (including banking operations, purchase, book keeping, maintenance of reports, records and documents etc)
Maintain all assets and equipments of the project office in good quality and keep stock of and maintain assets and equipments

Qualifications and experience

Bachelors degree in any disciplines
Commitment to working with the development sector
Ability to organize resources/services and implement tasks on time
Good communication and public relation skills
Good financial management and budgeting skills
Good in spoken and written English and fluency in Telugu is essential
Skill in using computer programmes, in processing data and producing reports and presentations

IV. Project Director

Job Location: Hyderabad

The PRAXIS-CFAR-REACH consortium is seeking a project director for the network-building project across six states. This position will give leadership by guiding, coordinating and directing the operational processes and vision for a cutting-edge initiative that seeks to promote structural change for groups at risk for HIV. This includes the development of networks consisting of sex workers, men who have sex with men, transgender people and drug users.

The Project Director will be based in Hyderabad, Andhra Pradesh, and will report to Project Governing Board constituted by the consortium. The work involves extensive travel across states. This is a five year fixed term contract.

Background

Objectives

Giving leadership for project implementation through out the project cycle, effectively guide, coordinate and direct the entire operational processes and manage risk factors in line with the project objectives and critical milestones.

Responsibilities

Providing guidance and strategic direction to the staff and network leadership team on a regular basis
Monitoring of results generated from the projects based on critical milestones of objectives and activities
Ensure generating results based on critical milestones and timely production of approved deliverables
Facilitate monthly review and reflection within the staff team
Liaison with state and national government offices and programmes such as NACO, SACS for generating their support and active participation throughout network development processes
Liaison with SLPs in six states and ensure support and active participation of SLP throughout the project from the very beginning onwards
Liaison with other state level networks (such as HRG networks, networks of marginalized groups, networks of people living with HIV)
Monitor the annual planning and evaluation based on the activities of networks
Monitor resource mobilization of the proposed networks based on the critical milestones
Update and report to the Project Governing Body and each consortium members on the progress of the project
Timely reporting to the donor (Bill and Melinda Gates Foundation) on the progress of the project
Monitoring of establishment of formal networks with all registration processes (under societies registration action, 12A registration for tax exemption, 80G registration for mobilizing resources with tax concessions to the donors, FCRA registration for accessing and using funds from foreign donors and organizations, PAN registration under income tax)

Qualifications

Master's degree in management/social sciences/development studies
Minimum 10 years of experience in working with development sector
Excellent managerial capacity, people’s skills and organizational skills
Demonstrated ability to work successfully with diverse constituencies and to work independently
Experience and/or good familiarity with developing coalitions or networks, campaigns, participatory action research and advocacy

V. State Coordinators

Job Location: Tamil Nadu, Karnataka, Andhra Pradesh, Maharashtra, Manipur and Nagaland

The PRAXIS-CFAR-REACH consortium is seeking six state coordinators for an exciting network-building project across six states, such as Andhra Pradesh, Karnataka, Maharashtra, Tamil Nadu, Manipur and Nagaland. These positions will coordinate, organize and implement the entire operational processes and manage risk factors at the state level for a cutting-edge initiative that seeks to promote structural change for groups at risk for HIV.

Each coordinator will be based in the respective state, and will report to Project Director. The work involves extensive travel within the state. There are six vacancies under this category, one vacancy each in each state – such as Tamil Nadu, Karnataka, Andhra Pradesh, Maharashtra, Manipur and Nagaland. This is a five year fixed term contract.

Background

Objectives

Coordinate, organize and implement the entire operational processes and manage risk factors in line with the project objectives and critical milestones in each state

Responsibilities

Establish liaison and mobilize support of various stakeholders in implementing all project activities throughout the project period
Organize logistics and key stakeholders for implementing each project activity in line with the objectives, milestones and timelines including workshops, consultative meetings, trainings
Engage in concurrent monitoring of implementation process and results throughout the project period
Monitoring of strategic planning, vision and mandate setting, and perspective building of the network in line with the timeline
Engage in establishing liaison with state and national government offices and programmes such as NACO, SACS and other state level networks (such as HRG networks, networks of marginalized groups, networks of people living with HIV) for generating their support and active participation through out network development processes

Build capacity of the leadership team and help them to up date all reports, records and documents related to the operations of networks
Facilitate, monitor and assist the leadership team for the establishment of formal networks with all registration processes (under societies registration action, 12A registration for tax exemption, 80G registration for mobilizing resources with tax concessions to the donors, FCRA registration for accessing and using funds from foreign donors and organisations, etc, PAN registration under income tax, etc)

Qualifications

VI. Manager Administration and Finance

Job Location: Hyderabad

The PRAXIS-CFAR-REACH consortium is seeking a Manager Administration and Finance with expertise in day today finance and personnel management.

The Manager Administration and Finance will be based in Hyderabad, Andhra Pradesh and will report to Finance Manager. The work involves travel across states in required. This is a five year fixed term contract.

Background

Objective

Effective management of day-to-day operations of the project funds and administration of project personnel

Responsibilities:

Day to day accounting, maintenance of vouchers, cashbook, travel bills settlement, scrutiny of bills and payments, invoices, transfer of funds by the donor
Proper management of files related to accounts
Day to day up keeping of personnel files and monitoring of personnel management systems
Fund flow management as per the project guidelines and target
Coordination of purchases of materials based on project requirements
Implementation of staff welfare schemes, maintenance of fixed assets insurance
Preparation of tax working sheet and TDS (Tax Deduction at Source) deduction, filing of return for TDS

Qualifications and experience:

MBA Finance/MCom in Financial Planning and Analysis/ICWAI/ CAIIB with a minimum of 3 years experience
Experience in working with national/international not-for-profit organisations
Understanding of tax and other regulatory procedures, change in laws affecting a not-for-profit organisation
Good written and oral communication skills in English
Good understanding of organisation budget, funding structures and managing multiple donors
High multi-tasking abilities to simultaneously manage multiple functions, projects, grants and constituencies
Strong team working skills including the ability to delegate and work cooperatively with people at various levels of responsibilities, and supervise and mentor staff
High professional and personal integrity
Fluency in any of the regional languages (Tamil, Kannada, Telugu, Marathi)

VII. Manager – Documentation, MIS and evaluation

Job Location: Hyderabad

The PRAXIS-CFAR-REACH consortium is seeking a Documentation, MIS and Evaluation Manager for the network-building project across six states. This position will design, support and refine MIS, social marketing, documentation and evaluation project-requirements. The incumbent will also work to support the networks to broaden their membership and resource base. This position supports a cutting-edge initiative that seeks to promote structural change for groups at risk for HIV.

The Finance Manager will be based in Hyderabad, Andhra Pradesh, and will report to Project Director. The work involves extensive travel across states. This is a five year fixed term contract.

Objectives

Facilitate gaining unique identity and civil society support by the networks and broaden membership and resource base

Key responsibilities

Plan and implement social marketing strategies and create demand for network among HRG
Facilitate communication and dialogue across districts through local media, by using local vernacular and local art forms
Plan and implement membership mobilization and membership expansion strategies for the networks
Facilitate and support networks in mobilizing resources by building capacities of network leaderships
Engage in process documentation of network formation and strengthening process from the very inception onwards
Up keep data base related to critical milestones in line with objectives and activities of the project
Facilitate partnerships of HRG networks with national and regional networks of high risk groups and other marginalized groups
Identify key stakeholders (SLP, government bodies, civil society organisations, networks of marginalized groups) and facilitate their active collaboration with network through out the project from the beginning onwards
Provide support to the experts who engage in building partnership of HRG networks with global networks
Identify and liaison with key stakeholders, CBGs and other civil society organizations in non Avahan districts and bring them into linkages and collaboration with HRG networking process
Monitor the annual planning and evaluation based on activities related linkages and collaboration between various forms of networks
Update management information on the progress of the project and report the same to the Project Governing Body and each consortium members through project director
Engage in progress report preparation related to critical milestones of linkages and collaboration, social marketing and membership and resource mobilization process and submit the same to BMGF through Project Director on time
Strictly monitor progress of the project in line with the critical milestones related to respective objectives and activity milestones
Provide timely guidance and motivation to the state level coordinators to effectively undertake their roles and responsibilities to support HRG networks to engage in effective linkages and collaborations

Qualifications and experience

Master's degree/MPhil in the social sciences/development studies
Excellent qualitative, participatory and quantitative research skills
Demonstrated ability to work successfully with diverse constituencies and to work independently
Experience and/or good familiarity with developing and supporting large scale MIS, evaluation, documentation using participatory methods
Experience in participatory action research, social marketing and resource mobilization.
Candidates should have had at least 3 years experience in these areas
Advanced written and oral communication skills in English

VIII. Head, Finance and Administration

Reporting to: CEO
Location: Delhi, work involves extensive national/ international travel

Main function:

The main function is to provide strategic directions to the unit and motivate and retain a high quality team. The head should enhance the visibility and credibility of Praxis through the work of the unit. To facilitate inter-unit collaboration and learning to build synergy between teams. The unit head should contribute to the strategic directions of Praxis as part of its Core Group.
Main duties and responsibilities:

A. Strategy development:

Develop comprehensive annual financial plan and finance policies from time to time for the organisation
Critically analyse the financial flow status and pattern in line with the financial plan on a regular basis
Provide analytical data to CEO and Governing body for taking timely decisions on financial management of the organisation

B. Organization management

Assist the CEO and Governing body in salary fixation, provisions of welfare measures, issuance of appointments or contracts
Review and update the HR manual and policies from time to time with necessary amendments
Manage society related functions such as sending notice for general body and governing body meetings, documenting minutes, resolutions, updating all society records, filing of income tax annual return, FCRA filing, etc
Assist CEO and Heads of different strategic areas in proper management of all files (HR and Statutory) and provide necessary support for the smooth functioning of each office
Contribute to other strategic areas by providing ideas, be involved in planning processes and engage in undertaking important tasks of other respective strategic areas

C. Programme Management

Monitor accounting and book keeping of all ongoing projects
Fund planning based on approved plans of projects and operations
Dealing with banks and maintaining relationship with them for obtaining necessary support
Ensure statutory compliance under Direct and Indirect Tax Laws, FCRA, and other legislations
Ensure effective internal audit and implement audit suggestions.
Finalisation of accounts on time, getting them audited and submission of annual reports / returns
Effective compliance of internal control processes in relation to payments and receipts.
Ensure regular updating of accounting and other statutory records and appropriate recording of transactions in accounting books
Effective supervision of entering, monitoring /execution of lease agreements, consultancy agreements, construction agreements, etc., from the compliance and finance angle
Drafting sub-contracts and sub-grant agreements and managing such grants and contracts

D. Resource mobilisation and client/agency/partner relationships

Develop and implement investment plan with the support of investment advisors for Mutual Fund, Fixed Deposits and creation of assets for the organisation

E. Team work

Facilitate inter-unit collaboration and provide specialised services that are required for other units and strategic areas
Develop and sustain morale of the team members to effectively deliver services assigned by the projects

F. Representations, communications and knowledge sharing:

Building the profile of Praxis by contributing to the knowledge building process, engaging in public and client relations and bringing about quality product

G. Other responsibilities

Undertake any other tasks and responsibilities that is assigned by the respective line manager

Qualifications and experience

MBA Finance/CA in Financial Planning and Analysis/ICWAI/ CAIIB with a minimum of 7 years experience

IX. Desk Officer

Reporting to: Head, Research
Location: Delhi, involves minimal travel to other offices, project locations within the country.

Main function:

Desk officer is responsible for timely delivery of project proposals, reports and other documents to the clients and agencies by organising services and resources.

Main duties and responsibilities:

Keeping strict adherence to the timeline in production and submission of projects, reports and other documents to agencies and clients
Monitoring of various tasks in line with the guidelines and requirements of the agencies and clients
Ensuring conformity to standards prescribed by the agencies including technical and financial components of the documents
Engaging in formatting of reports and documents in line with the approved ToR, guidelines, frameworks and software
Undertaking database management of various projects and engagements
Coordinating logistics including meetings and consultations as required for timely delivery of products
Ensuring quality of the reports and other products by getting it edited and validated by experts including peer review

Qualifications and experience

Masters Degree in social science/English literature with minimum 2 years of relevant experience or Bachelors degree in secretarial practices/ literature/ other disciplines with 5 years of relevant experience.
Ability to work independently and organise time effectively and within a range of conflicting deadlines
Good budgeting and number skills
Excellent spoken and written English
High degree of competency using computer programmes, in producing reports, budgets, presentations and maintaining databases.
